Depends on definition of welfare. If talking FIP or TANF then no. Include Medicaid and SNAP adds more but IMO still never gets you to most based on where I just retired from and the clients I saw over 15 years. -

Children born in poverty are more likely to live in it when they grow up. Not necessarily by choice but it's what they know and are taught. It's all they know. Unfortunately I see it every day with the people coming into our offices for help.
