13-year-old boy arrested in drive-by shooting in southwest Cedar Rapids, police say

Police arrested a 13-year-old boy and cited a 20-year-old woman Tuesday night in connection with a drive-by shooting that occurred in southwest Cedar Rapids.


According to the Cedar Rapids Police Department, officers were on patrol just after 11 p.m. when they heard several gunshots coming from the 600 block alley between 16th Avenue and 18th Avenue SW.


Officers immediately responded to the area and observed a dark-colored sport utility vehicle traveling eastbound in the alley between 16th Avenue and 18th Avenue SW before entering Sixth Street SW. Police said the vehicle did not have the headlights illuminated.


Police said officers initiated a “high-risk” traffic stop in the 500 block of 16th Avenue SW. Additional officers arrived on scene and multiple occupants were removed from the vehicle.


According to the police department, a “high risk” traffic stop is one that would take place when officers believe the suspects in the vehicle are armed or pose a safety threat to the officers.


In such a stop, additional officers respond to the scene and assist in securing the vehicle occupants, police said. Officers would likely have their weapons drawn as they give the suspects instructions to exit the vehicle.


As a result of the investigation, police said a 13-year old boy, who was riding in the vehicle as a passenger, was arrested for discharging a firearm at an occupied residence in the 600 block of 16th Avenue SW.


The juvenile was arrested on charges of persons ineligible to carry a weapon, possession of a controlled substance, and possession of a prescription drug.


The juvenile’s identity will not be released due to the state’s confidentiality laws, the police department said.


Police said the driver of the vehicle - identified as Kiara Dana Lyn Peoples, 20 - was cited for unsafe entry onto roadway and failure to use headlamps when required.


Police said officers recovered a handgun with an extended magazine from the vehicle and several bullet holes were found in an occupied home in the 600 block of 16th Avenue SW. Several spent shell casings were also recovered from the alleyway in the 600 block of 16th Avenue SW.


No injuries were reported, police said. The incident remains under investigation.
