13-year-old boy arrested in shooting of 11-year-old at a skating rink

13 year old with a gun, and an 11 year old at a skating rink with known violence problems at 1am. The 11 year old victim is in a drug induced coma. His mother complains that the skating rink hadn't been previously shut down due to the issues. Of course, the elephant in the room is why did she let her son go, much less at 1am.

I don't know what the answer is... not without mass incarceration of parents for bad parenting and juveniles put in group homes that could never be funded.

Geez. Both sets of parents for letting tweens out unaccompanied that late. The shooters parents for letting them get their hands on a gun. The rink for allowing unaccompanied minors in their business at 1am.
