I get the feeling this administration is too incompetent to do real reviews of any of these programs. They'll probably just go off rumors of what each program does and even then just cut resources with some crap AI program.

Second is right. That's probably going to be the average amount of time they use on each program. Real reviews would take months if not years for this many programs.

Well, the reviews are specifically about DEI. In other words, if there are ANY funds going toward DEI the entire funding of a given program could be cut. I think this is a long-term policy derived to remake ALL federal programs in Trump's image and "loyalty tests" will determine who gets funding and who doesn't.
