The 9/11 attacks actually created a bigger, more robust security industry in the US. Every airport, terrorist and no-fly lists, Eddie Pololak being searched big time at an airport if you havent heard that story, just amazing amount of dollars of high tech xray, chemical sensors etc at transport areas like airports, ports, etc.
We could easily do that at the southern border and even as liberal as I am I would approach this like one would do to any major problem. You look at the main problem and totally stop it and then work to make minor changes until it works.
So I dont care if it was any Admin from Carter on to today but you could do an emergency type action to totally close the border to all entries who are not US citizens. Close it, shut it down, with many personnel even military, with trucks and helicopters to immediately round up illegal crossers and put them right back in Mexico. Stop the illegal drugs at the same time.
But then slowly and in steps put in new and open up the current border crossings to a number of legal immigrants.
I dont know why our top people cant solve this but I have long said the REpubs didnt want to solve it because they lose their main political voting point!!! Trump proved it late this last summer when he outright told Repubs in congress to not vote for Repub Lankford's bill.
