Administrator search for Iowa's anti-abortion centers fails to get 'sufficient' applicants

A search for an administrator to oversee Iowa's state-funded network of pregnancy resource centers has failed to come up with sufficient applicants.

The Iowa Department of Health and Human Services announced plans to reissue a request for proposals for a program administrator for the "More Options for Maternal Support" or MOMS program.

This program administrator would establish and manage a statewide network of pregnancy resource centers that are set to receive $2 million in state funding to provide pregnancy support services in Iowa.

Also known as crisis pregnancy centers, these facilities encourage women to consider alternatives to abortion, such as adoption, and offer counseling and other resources, like cribs, baby clothes and other physical items.


The previous search for an entity to oversee the network failed to yield "any sufficiently responsive bids," according to a notice of intent posted. State officials did not disclose why the bids it received failed to meet the criteria for an award.

A patient room and an ultrasound machine at Women's Choice Center, a anti-abortion pregnancy resource center in Bettendorf that would be eligible for state funding under a new law.


This is a setback for the new program that formed as part of Gov. Kim Reynolds' legislative priorities in recent sessions. The program has yet to distribute any of the $2 million in state funding earmarked by state lawmakers for anti-abortion pregnancy resource centers, and it's unclear how far back that timeline could be set back by this second search.


“The governor is committed to ensuring the success of the MOM’s program. While the (request for proposal) process continues, the Department of Health and Human Services will administer the program until the RFP is awarded," said Kollin Crompton, Reynolds' deputy communications director.
