Anyone familiar with LeClaire?

I was visiting my parents today and driving through LeClaire.. all of the cross walks have the white blocks crossing the street. Todah some lady was yelling at cars who didn't stop at them. Are cars supposed to stop at these if people are present? I don't see any signs saying its a cross walk where cars must stop. Anyway, somebody is going to die because of it at some point

Just a little ways from my house, Ankeny finally put the cross walk lights. Most people were not slowing down at all.
