Authorities believe child found along roadway escaped from cage in Hamburg

A toddler found along a roadway Thursday morning in Hamburg is believed to have escaped from a makeshift cage in a nearby residence.
Fremont County Sheriff Office deputies found a 4-year-old child "covered in filth and a mixture of both human and animal feces" along the 1700 block of Washington Street shortly before 9 a.m. Thursday, according to a news release.
Deputies found another child inside the home. Both were taken to a nearby hospital for evaluation.

Perry

Dustin Perry and Lindsey Hamilton, both 26-year-old Shenandoah residents, allegedly left the children in the care of relatives "with the direction to keep the 4-year-old in a makeshift cage," according to the release. The 4-year-old reportedly has a developmental disability.

Hamilton

Deputies found the alleged cage in the home constructed out of a portable playpen with a baby gate roof affixed with zip ties.

"Deputies allege that the child was able to escape from the device and left the home without waking the occupants," according to the release from Sheriff Kevin Aistrope.
A second makeshift cage was found in a home in Shenandoah, Aistrope said, where the child was allegedly kept inside a walk-in closet.
Perry and Hamilton were arrested on suspicion of neglect or abandonment of a dependent person, which is a felony, and child endangerment, which is an aggravated misdemeanor. Both were booked into the Fremont County Jail. Additional charges are pending.

Several children were removed from the home by the Iowa Department of Health and Human Services, according to the sheriff's office. Hamburg Rescue and the Shenandoah Police Department assisted with the investigation.
