Best reasonably priced video creation/editing software

What is the best reasonably priced video creation/edition software out there?

A few projects I have in mind include piecing together short videos into one longer video with transitions, synced audio, etc.

Other projects would just be photos with music in the background.

Don't really have much editing background at all either so something that you can pick up pretty easily would be good too.

I'd choose Adobe Premiere Elements since you stated you are a novice. Good price at $80 and you have a superior company that will provide support if needed

Sorry I said $80 but it looks like that's the upgrade price. $100 is the initial price for the software.
