Iowa at 8-6 in conference at 7th……and the Hawks beat them and have a better overall record…..am I missing something? My apologies in advance.

Nope. When multiple teams have the same record, head-to-head isn't always the determining factor.
For instance, if there are three teams tied, one team would need to be 2-0 and the other teams would be 0-1 for head-to-head to be deciding factor. Otherwise, they go onto additional criteria.
