We need to bring in Syrian Refugees by the thousands, and put them in refugee camps, like every other country does. Make them reasonably comfortable and be sure they have plenty of government food, more-so than other countries do. On the camps, we build "educational factories" where they can make an average salary a Syrian in Syria should make. We can then have them produce labor intensive goods that have long been too expensive to produce in the USA (clothing/textiles for example).
Since some of their living costs will be covered, they'll actually put more money in their pockets than they would have in Syria. They can save up and buy their way back to Syria eventually. They'll return to Syria financially better off than when they left, and we'll have shifted the trade balance a little by inexpensively producing goods we couldn't have otherwise.
So we don't actually release them into American Society, but they do get refuge from war-torn Syria, and we help ourselves out at the same time.
I'm sure there's an abandoned military base out west somewhere that could house this Syrian refugee city.
