A quick google shows that the first part of that is consistent with Rubio's position on felons and voting, but the search didn't pop up that exact quote.

Rubio has been all over the place on guns - both supporting and opposing gun control laws. I didn't see any specific statement on guns for felons. Florida allows felons to restore their gun rights after some time period and (I assume) with some conditions. You would think Rubio would have been asked about that at some point. Maybe someone with better googling skills can find out.

So basically the meme is half right in content.

And would anyone be surprised if reflects Rubio's positions on both issues?

While Rubio's stance on voting rights restoration is something of a mystery, most Republicans' views are a bit more nuanced than the sledgehammer quote in your OP. You might be surprised to learn that even the Koch brothers support non-violent felons being allowed to vote once they have completed their sentence.

Well, that is a libertarianish position, so it doesn't surprise me. The Kochs often seem somewhat reasonable on things that don't cut into their power and profits.

Not too many people agree with my strong 2A view - that even people in prison are covered by 2A.

I think a good way to solve our prison overcrowding problem is to give every new inmate a pistol and a box of ammo and let him load his gun before he steps inside. Then every surviving inmate gets to top up his box of ammo once a month (or week, whatever works best).

Cameras in the prisons would provide pay-per-view entertainment that could help pay prison costs.

The problem is that the inmates might just decide to form their own government to keep the peace. The Aussies did.

Wouldn't it be interesting in the gun control debate if the introduction of guns in that environment actually produced good governance? Not saying that's what would actually happen, but if it did, how would it be interpreted? And what's next - arm all the inner city dwellers, including the homeless and all gang members?

You guys are scared to death of Rubio. Minority with a great story, excellent debater and speaker.
Nobody denies that Rubio has a wealth of potential, but surely you can admit that he is pissing it all down his leg. He's barely in the top ten anymore. What fears the left had about him have since disappeared. His biggest problem is that he doesn't really stand for anything as the OP has pointed out.
 
That was a quick flip. I think Rubio will probably start changing more of his views since he is struggling right now. The latest poll has him in 9th place. Whatever he is doing right now isn't working.
I thought he did very well in the debate. Crisp, confident answers with little borrowed from the stupidest talking points. Compare that, for example, with Ted Cruz - a slimy snake oil salesman whose every statement was a stupid talking point. And Scott Walker wasn't much better.

Don't misunderstand me. I'm not a Rubio fan. I'm just reporting what I saw - that Rubio was at least as good as anyone on that stage - and yet got no recognition for it that I'm aware of.

Rubio isn't really saying anything wrong right now. But he also isn't strirring up much passion either. He's basically out there trying to bunt. While that's a safe and sound strategy to keep yourself out of trouble, you won't be winning any MVPs either. And winning MVP is what this race is all about. Rubio's statements are virtually identical to Jeb's, but with a whole lot less name recognition. He needs to start standing out.

Um, no he wouldn't. Rubio is employing the Kirk Ferentz strategy right now: Play not to lose. We saw this immediately following the SCOTUS decisions. Rubio gave the safest responses possible. While he doesn't agree with them, they are the law of the land so he will follow them. He is also the same exact statements Jeb gave. While that works for Jeb, it doesn't for Rubio. Most don't even know who he is. Like it or not, but unless Rubio starts sticking his neck out on some things, he will stay in the middle of the pack and lose the nomination.
 
And let's not kid ourselves. Bernie would smoke anyone in a debate. He's demanding more debates against Hillary and is begging to debate the GOP right now. I don't see Rubio calling for a debate against Bernie right now. Rubio is just trying to lay low.

He should probably make a pact with Kasich if/when Kasich proves to be a serious challenger for P. Otherwise it will probably be a Bush-Kasich ticket. Just because of the Ohio-Florida thing. Bush has stumbled a lot so far but I still assume he's the serious candidate in the field. Sort of like Kerry in 2004. If Dean hadn't stumbled in Iowa, Kerry might not have surged into the lead - even though he was the odds-on choice from the beginning.

Other candidates need to prove they can win Ohio or Florida without help from a candidate from those states. Can any of them do that?

I agree that he might be working for VP. He certainly isn't gunning for Prez anymore. And if he is, he is using a pretty uninspiring strategy to get there.

Don't get me wrong. I think Rubio is a good guy. But he just doesn't have that competitive spirit to go for it. He is just too green and cautious this year.

Absolutely safe. He doesn't like the Iran deal. It's the stock response from the right. Same with the Cuba deal. He doesn't like it. Which is also the stock response. He didn't exactly go out on a limb with either one of these criticisms.
