Defense, at the college level, is a team activity.
You could have five great athletes on the floor and it wouldn't necessarily make them good at team defense.

Look at all the Kentucky teams loaded with NBA talent and freshman that Calipari couldn't get to play good team defense for at least the first half of the season.

Look at all the averagely athletic Wisconsin teams that have played great team defense.

Why do you think so many college teams have made their culture all defense, all the time?

Recruiting isn't what I would boil down to be Iowa's main deficiency. Those recruits have managed to be one of the best offenses in the country on a yearly basis.
