You can't reasonably expect that we would deny our own citizens return to their home country, can you? They needed to be quarantined, but what are they supposed to do if they can't come home?

Does the law allow them to keep American citizens out of the country?
I thought the administration was exercising a power provided in law to restrict the travel of aliens, but I didn't realize they could forbid a citizen from entry.
Is that the case? Or is this spitballin'?
