I lived for two years in Wisconsin, metro area of over 100k. I have never seen such a concentration of drunkards behaving badly as far as public places - in my entire life. I hated going to most places that served booze in that state.
And if the home team got beat, watch out.
Now, obviously, there were numerous exceptions that were very fun to be at with lots and lots of people in public settings (Brewers baseball usually was fantastic from a home team fans aspect versus opponent fans - most concerts were great too)...but overall I thought it was a hard place to party yet feel supremely safe and have fun. I always kept my head on a swivel.
The 3 Badgers events I went to left me uneasy each time. Wasn't wearing Iowa gear nor being obnoxious to them in any way. Never stood and cheered, we just sat in our seat and kept a low profile.
We knew better, knowing how our experiences often went around where we lived...bars, parties, sometimes camping too.
I remember my first year there, a buddy and I went to a Super Bowl party. Steelers/Cowboys in the 90's I believe, the Switzer championship year - I believe Dallas beat out Green Bay in the playoffs that year.
Deion Sanders played for Dallas.
Unknown to us, when the game started - most everybody there brought a stuffed monkey doll of sorts to the party. Every time Deion was on the TV, they'd throw all the monkeys at the TV. The host had his children then collect them and pass them back out for the next appearance.
We left shortly after halftime. The game started getting out of hand towards Dallas, and the mood got ugly.
