Too me stuff like manipulating radar signatures are just baked in excuses. For the record, I think it's inconceivable that we are alone in the universe, but if we had been visited there would be more evidence than the grainy videos we have. We'd have actual commercial satellite or radar stuff. I can't imagine that aliens would block our top gear, but leave us grainy footage shot from iPhones, or some small clips from the military.
My belief is that we are not worthy of first contact, yet. Of course, they may have teams of surgically altered science teams living amongst us observing us in person, or from behind cloaked observation points.
