Maybe, but my assumption is he spent $10.7mm playing golf for fun, if he did it with someone important to American interests and business was done, then it's just a legit business expense, no different than flying to Paris for meetings or something, only you could get way more rounds of golf in than trips to Paris for 10.7mm, so golf would be a pretty good deal.
