Hands to the face ever called on ball carrier?

Is it actually legal for the ballcarrier to jam his hand under the defenders face mask and push his helmet off? Or is it just never called? Stiff arming the defender in the head his never called either, if it even is a penalty

It’s a face mask against the runner. Now the runner has to grasp and twist the defenders helmet before it’s called a penalty.
 
I've always wonder why you are allowed to do it.
Makes zero sense to me, but I don't make/enforce the rules.....
 
If not a facemask, how isn't it "illegal hands to the face"? Offensive lineman get called for that same thing all the time without grasping the facemask
 
The Wisconsin guy also slapped upside the head whoever tackled him on the sideline right in front of the ref. No flag of course.
