A reuseable space shuttle was a very good aim and idea but correct they did not fly near as many times as they were scheduled to. A lot of new technology and materials were developed during the program so that was good and there was proof of concept in doing a lot of EVA fixing of equipment etc in outer space.

Decisions were made for private companies to compete to shuttle astronauts to the Inter Space Station. The public were not excited enough about routine space launches to fund it in NASA as they saw that as excess govt spending. The public were bored with Apollo after flight #12. The friggin Vietnam war was a main drain the public didnt like.

But Apollo-Soyuz was good as was Skylab a good program and they rolled into the shuttle program. NASA still has a large booster rocket program and moon landing programs working with private companies. NASA still launches a lot of satellites for Earth orbit and deep space research.

I dont think the public thought the private companies would be getting billions and billions of their tax money to subsidize their operations but they have gotten the money.

SpaceX started with govt money and a lot of former NASA scientists and technical people. About the only novel thing SpaceX has done is have the booster land upright to be reuseable. The whole Apollo program was amazing from Mercury thru Apollo.

Boeing has been lagging behind and not doing a great job with their project but this is not the first time nor the 1,000th time we have paid for cost overruns and late deliveries of contracted goods by the defense dept contractors and other contractors.
