Hypothetical situation with B1G Forfeiture Policy

WHAT IF Iowa finishes 7-2 losing to team IN and PS from the east, winning ALL division games plus the other cross over game. Team WI from the west finishes 7-1 with a NO CONTEST game, both teams with COVID issues causing the game to be not played. Does that mean 7-1 at .875 beat 7-2 at .777? Imagine the furor from Iowa fans. If team WI had lost that game they would also be 7-2 and Iowa wins division based on tie breaker.

What if Team WI was 7-2, Iowa was 7-1 losing to Team WI and having the NO CONTEST game? Would it be tough luck to Team WI?

If a game ends up no contest, shouldn't both teams receive a 'loss' for such situations meaning that both would be 7-2 and the winner of the game be declared division champs?
