Team WI from the west finishes 7-1 with a NO CONTEST game, both teams with COVID issues causing the game to be not played. Does that mean 7-1 at .875 beat 7-2 at .777? Imagine the furor from Iowa fans. If team WI had lost that game they would also be 7-2 and Iowa wins division based on tie breaker.
