If I were pulling for Rubio in the primaries (and I am) I would be okay with something in that range -- it would be good for it to become a 3-man race; so the other sane voters could get behind Rubio and hopefully push him in front of the two disasters that are currently leading.

At this point, yes. Rubes just hasn't gone for it this election. He's been mired in third place since summer and seems content to stay there. He's the Kirk Ferentz of candidates. Dude is playing not to lose. Good strategy to stay out of trouble, but terrible strategy to inspire people to vote for you.
