I don't feel it is a loophole at all. The language to me is pretty clear that allows for a coach to work at any camp in the country.
The article points out that it is the $EC and A¢¢ conference rules that do not allow their coaches to do satellite camps.
Disclaimer: I am biased towards allowing satellite recruiting and doing what it takes to compete with the $EC (While staying within the rules).
