I don't think its tampering unless someone with the school contacts the player or family member directly. Could be wrong though.
 
Lots of middle/bag men in college basketball
If anything, hoops is even more crooked than football. Unlike football, all a CBB program needs is one or two elite players to go from total afterthought to legit FF contender.

A terrific QB can only take you so far in football. Yes, great QBs can make average receivers look good, but you also need (at least) an outstanding left tackle, big and fast defensive linemen, etc.

That might be technically accurate but not strictly true. First, in order to know that, school X (randomly lets say Kentucky) gets contacted by a family member and it’s confirmed “of course we would offer him”.... the school/coach has been in contact with the third party. Though it might not technically be “the school contacting the player” it’s clearly in violation of the intent of the rules. Coaches should know to tell the family member/aau coach/etc that I can’t make any comment about a player and this might already be a contact that would prohibit my recruiting him.
