Exactly. Their job is to get the money 50/50 split on both teams. So they obviously see more money on Iowa at this point, hence the spread to get people to take Minnie.

Um I think their job is to take away as much money as possible from dummies that gamble. The spreads come about with winning those bets in mind not splitting the money.
