Roughly speaking ... that essentially like calling the game nearly even, but giving PSU the average points that they benefit from due to home field advantage.
The line seems about right. However, I'd probably see it being more like -5 for PSU. I still like Iowa's chances to win ... but I do believe that the line is just a tad high.

Down to 6 already. Superstitiously I was hoping we may be a 1 point favorite or so because the only game this year where we haven’t covered is when we were a dog against Wisky. Penn State looks very mediocre lately and that close loss at home to OSU turns out to be just a bad loss. Hawks by at least a touchdown.
If I were a betting man, I would put a shekel or three on the Hawks to cover. And I'd do it now, because the line is going to shrink.
People who set odds are not trying to figure out who is going to win or lose. They are trying to equal out the bets on both sides. They make money on a service fee, and if they hit the number on the nose. PA has 12.5 Million People, and most of it is Penn State Country. Iowa has what, 4 million people? Odds makers think Iowa will win. This is about enticing Penn State fans to bet to equal out against people who really follow football, who will bet their head and not their heart.

Watched much of the PSU- IU game. If IU hadn't littered the field with 2nd half turnovers IU wins that game.
IU OL pushed PSU around in the run game, but couldn't protect their QB when it counted. Point being, PSU does not have one of their vintage defenses. Yes, they have a wizard at QB, but no Superman at RB this year.
