An amendment was filed in the Iowa House of Representatives yesterday AND PASSED TODAY which would strip cities, counties and other public bodies from being able to freely negotiate with developers to support training programs in connection with development agreeements that often provide these developers with millions of dollars in tax incentives.
Why would legislators want to attack the ability to negotiate terms such as requiring that construction workers on publicly-subsidized projects be properly trained? We must put an end to this race to the bottom!
