Iowa woman charged with abandoning infant on street

A Davenport woman is facing charges after she allegedly abandoned her infant near Bridge Avenue and Grand Court after leaving the emergency department at Genesis Medical Center-East Campus early Wednesday.
Saidayah Lynn Kirk, 21, is charged with one count of neglect or abandonment of a dependent person. The charge is a Class C felony under Iowa law that carries a prison sentence of 10 years.

Kirk also is charged with one count of child endangerment, an aggravated misdemeanor that carries a prison sentence of two years.

According to the arrest affidavits filed by Davenport Police Detective Sean Johnson, late Tuesday or early Wednesday, Kirk was admitted into Genesis East in connection with an earlier incident handled by police.

While she was in the emergency department Kirk had her 15-week-old child with her. The child was in a car seat carrier, the affidavits said. After being discharged from the hospital, Kirk left the emergency department at 12:34 a.m. Wednesday carrying the carrier with the child inside.

According to the affidavits, Kirk walked to the corner of the parking lot near Bridge Avenue where she put the carrier down and covered it with a blanket. Kirk then ran away from the area, leaving the child behind in the carrier.
At about 12:46 a.m., the carrier holding the infant was found by Genesis Security and a uniformed off-duty Davenport police officer.
The child was left alone for about 12 minutes.

Kirk was arrested and booked into the Scott County Jail at 3 p.m. Wednesday.
During a first appearance on the charges Thursday in Scott County District Court, Magistrate Richard Wells scheduled a preliminary hearing in the case for July 19, and set bond at $10,000, cash or surety.
Kirk was released Thursday from the Scott County Jail after posting 10% of the bond through a bonding company.

Terrible, obviously this young woman has some issues.

Not that it would likely have mattered in this situation
But Should Safe Haven laws be extended to 180 days?
Do states do enough to promote Safe Haven laws?
