Is this what a 12 team CFP would look like this year?

#11 Penn State

#10 USC

The top 4 ranked conference champions would get the byes (Georgia, Michigan, Clemson and Utah)

Seeds would be:
1. Georgia
2. Michigan
3. Clemson
4. Utah
5. TCU
6. Ohio State
7. Alabama
8. Tennessee
9. Kansas State
10. USC
11. Penn State
12. Tulane

First Round would be:
Kansas State at Tennessee (winner plays Georgia)
Tulane at TCU (winner plays Utah)
Penn State at Ohio State (winner plays Clemson)
USC at Alabama (winner plays Michigan)

What you have is how the teams were ranked by the committee. You would then have to seed the teams based on those rankings, keeping in mind the top 4 conference champions get byes (the top 4 seeds) and the highest-ranked Group of 5 team (this year Tulane) qualifies as a playoff team.

The cynic in me says they'd contrive the rankings some so that Penn State-Ohio State wouldn't have a rematch.

What's also interesting about the structure is you would have a team who won their conference championship game (Kansas State) playing at Tennessee (who didn't play in a conference championship game).
