From the 2016 NCAA DI Wrestling Committee Annual Report:



2. Selection and Seeding.

The additional coaches ranking that was added in 2015
following conference/qualifying tournaments proved valuable
to the committee. The committee recommended that the
coaches ranking criteria priority be increased to 15 percent of
the selection and seeding formula and that the number of
matches be eliminated as a selection and seeding criteria.
The committee will use the following modified weighted
criteria formula to select at-large wrestlers.

Criteria Weighted Percentage

Head-to-head 25%
Quality wins 20%
Common opponents 10%
RPI 10%
Qualifying placement 10%
Coaches rank 15%
Win percentage 10%


For 2016, the committee recommends that the qualifying
tournament placement selection and seeding criteria only be
awarded to wrestlers who earn a pre-allocated spot in their
respective conference tournament.
This puts more emphasis
on the conference tournaments, rewarding conference
champions and wrestlers that place within the earned allocated
spots.
The definition of a quality win will remain the same.
However, a tiered structure will be added to the formula that
considers the strength of the quality wins and not simply the
number of quality wins. This will provide a better picture of
the full body of work
 
Ouch, sucks for Stoll and probably whoever he gets matched up against (not named Gwiz or Snyder). Especially if his knee improves in the next two weeks.
 
Damn, that sucks for Stoll. For 157 that might really shake up the bracket, Miller gets drawn in unseeded. I'm sure nobody wants to face him first round.
 
It says pre-allocated seeds. Wouldn't that mean he was pre allocated even though he didnt qualify? Kind of grey there.

No. Pretty clear that they are pointing to wrestlers that earned spots in their conference tournaments. It does not preclude Stoll being seeded, just discouraging it.
 
Since the committee ARE the people doing the seeding, it is safe to assume they will follow what they recommend.
 
I think this is from the rules meeting. They come out with some suggested changes and then the NCAA has to actually change them. Not sure
