Don't under estimate the shadow of Iowa in all of this. Hard to recruit when your playing second/third fiddle in your geographical state.

Perry is out for this very reason. Illinois has a wealth of instate wrestlers with no serious instate rivials. Why leave Illinois at this point?

Perry will ride the Martinez pony all the way... which he should! By then I'm pretty sure Illinois future head coach will b decided.

I have no insight as to whether Perry would leave Illinois or not, but there are multiple reasons to do so.

Desire to be a head coach sooner rather than later.
Pay raise.
Takeover a more prestigious program than the one you are at.

I think it's become fairly obvious for the Midwest college programs that they better have strong ties or connections to either or both coasts to be able to compete for the top 5 places at Nationals. The geographic advantage is limited because with the number of schools/elite kids in the Midwest, you can't win without reaching out more than 500 miles from your base. The Gophers are example number 1. Then you have to develop them. ISU is example number 1 here.
