Was looking at current Iowa offers today, checking to see who they might have a legitimate chance of getting to commit. Was surprised to see Jerell White had only 8 offers as a 4*. Iowa State, Illinois, Kentucky, and Cincinnati seem to be the biggest school along with Iowa. He looks a lot better on defense, than at RB and has said he will play either side of the ball. Played SS on defense and is fast and tackles well. Listed at 5'10" 200. so I wondered if he might be a little small for some schools. Looks like a good LB. but not sure how much more weight he can put on his frame. Looks like a 4* that Iowa could get, if they really go hard after him. Interested to see if anyone else has any more information on him, or your opinions on his video. GO HAWKS!
 
His offer list says more about his skill set than 4 *s, similar to the 4 * o-lineman that Iowa never offered who ended up at ISU.

I'm not clear on how this happens. And I've read numerous threads on it. Is there a small group of guys that just make the * decisions?

Also, I don't recall who went to all the work to break down the 5 & 4 start guys by state, but I wonder how consistent the %'s are from state to state and region to region. Also if the % of 5 & 4 star guys are predominantly skill positions.

I'm not sure how many people do the stars either, but they do have the advantage of seeing the players at camps and seeing them in person. They can see the body types, strength, and speed, in person. Sometimes big difference in a pair of 275 pd. guys in how they are built and maturity level. More mature kid, that is less of a project and game ready probably gets a better star rating. Plenty of 2 &3 * players that will be rated higher after 4 yrs. of college, if you have the patience to coach them up. Iowa has proven that, at least with linemen. I love to watch the highlight films of the players and develop my thoughts on players, but the coaches get to meet them in person, to make their personal evaluations for what they look for and what they feel they will look like in a couple years. Best time for Iowa to find them is probably before they are rated.
Like you, I'm not sure how accurate the star system is in every region or state.
