There is zero evidence on the internet that Burrow verballed to ISU.

Of course, Iowa State offered the kid a scholarship, although he ended up choosing Ohio State, where a guy named Tom Herman was the offensive coordinator, as well as Joe’s primary recruiter.

Herman became Houston’s head coach before Joe could even play for the Buckeyes, but Burrow held true to his verbal commitment, before eventually transferring to LSU after receiving his Ohio State degree. And yes, Jimmy says Iowa State was under heavy consideration that time, too, until the NCAA granted Kyle Kempt an additional year of eligibility.

I can see why Frost was hesitant to pick up Burrow. As I recall the Frost's comment was something to the effect "is he better than what we got". Martinez had just finished his Freshman year (and his best year as a Nebraska QB). Remember all the Heisman talk about Martine as the winner as a Soph. Best thing that could have happened to Burrow with all the receivers and OL he had at LSU He would have never won the Heisman or a National Championship at Nebraska.
