Auditors say a top lawyer in Gov. Terry Branstad's administration didn't have the necessary experience and was overpaid $22,000.
State Auditor Mary Mosiman found numerous concerns with the employment of former Department of Administrative Services chief legal counsel Ryan Lamb.
Lamb left the administration last year. He played a role in a scandal involving settlement agreements given to state employees.
Mosiman's report found that Lamb was allowed to keep working as the chief DAS lawyer during a nearly four-month period in 2013 while he was out of state at military training. Had the state's military leave policy been followed, he would have received $22,000 less in pay, benefits and vacation payouts.
The report released Thursday says Lamb didn't have the five years of experience required to be a state attorney.
