Prior to 2015 they would have been able to do this...thanks to the rule THAT THEY PASSED, however, they aren't allowed to without consent of the entire House.
Regardless, the Trump administration has established the precedent of ignoring Congressional subpoenas. There's no reason for the WB to honor this one.
