Shoot, I view McCarthy’s statements as a request for Russia to step up meddling efforts the next few weeks.
“I think people are gonna be sitting in a recession and they’re not going to write a blank check to Ukraine,” he recently told Punchbowl News. “They just won’t do it.”
That's pretty much McCarthy saying that when they win the house they won't be voting for any more funds for Ukraine.
So yeah Russia just has to essentially wait until Jan.
Honestly the Dems before they lose the house should authorize 5 trillion in aid to Ukraine to be distributed by the POTUS at his discretion until Jan 19, 2025. After that any funds remaining will go back unspent. That way Biden doesn't have to get permission from the Russian controlled house to help defend democracy.

Something to keep in mind is that he has to keep all the crazies in his caucus onside in order to be speaker or do anything. And the crazies in his caucus love the Russians. So McCarthy is going to be playing to the MTG's and Boeberts because he needs their support.
