He has basically 5-6 days to cut when it’s not really necessary. Midlands really are of no importnce. The issue isn't cutting to 184,it would be the decension to it from 197, assuming he weighs in close to 197. So, if he does wrestle 197, it could be some time for him to be eligible to even go 184.
Edited to add: Also, if my understanding of the rule is correct, he could only decent 1.5% of his weight per week and would have to be down to 184 by Feb. 15th. That is cutting it very close if he weighs in close to 197 as it would take a minimum of 5 weeks to be able to weigh in at 184. I am sure that the decision makers know this, but I hope they make sure he at least weighs in a bit under 197 to be safe.

I thought it was more of a money issue than anything else. Why wouldn’t he been allowed to wrestle? He didnt have to be enrolled at Iowa to wrestle in the Midlands did he? I really don’t know the exact rules on weight certification but understood that if he wrestles at 197 and when doing so he is in no way associated with any collgiate wresting program he would have an opportunity to certify when he did become a member of the team. Would appreciate your input here.
I understand your point and your interpretation of the rules is 100% correct, however my point is that Downey does not have to certify until he is actually a member of a college team.Certifying at 184 shouldn't be an issue as long as his body fat allows for it. But, the rules regarding decent would still apply. Regardless of if he wrestled affiliated or not it would still be considered an official weigh-in and as soon as he did wrestle for Iowa, just like a redshirt being pulled, those matches would count on his official record.
