I had read that a lot of parties thought that the NCAA was going to open up free agency in CF and get rid of the sitting one year rule after first transfer. Well....this will calm the chaos.

They have been granting just about all waiver requests, so it sorta is.
This, the 1 free penalty transfer and penalty free if graduated has pretty much eliminated them sitting out at all when transferring.

IMO, they should put dates around the transfer portal/window. 30 days starting the day after the final spring practice and 30 days starting the day after the national championship game. And sit out a year unless head coach and/or primary position coach leaves or you earned your bachelor's degree.

Just go back to the old days. ALL transfers were a year. Just do that. But also, don't let coaches or schools restrict where a kid wants to go. You can go anywhere you want at any time. But you have to be committed to sitting out a season to do it.
