You have the relationship backwards. The resource producing rural areas depend on the cities. The net flow of wealth is from the urban to the rural. Of course being in another state never stopped a city from importing, but it does stop the city from paying for a rural hospital or airport.This has been talked about since i was a kid living in Sacramento.
