Yes, hugely. For example, Obamacare, the Iraq war, $9 trillion more in debt (Obama), moon shot (Kennedy), Watergate (Nixon), tax cuts (Reagan), military build-up bankrupting the Soviets (Reagan), and enormous other cases. Each election has massive impact.
