I have a question about NCAA rules and procedures

Current Connor McCaffrey has made an oral committed to Iowa and will be on scholarship in 2017

If Coach McCaffrey found another talent he wanted and did not have a scholarship could Connor "walkon"
and make his scholarship available?

In other words ---are there differences between walkon and scholarship student athletics in regard to what they can and can not do----------and can and cannot receive from the University

And the answer is 'Yes', but as a walk-on he won't have the same access as scholarship players (meetings, meals, etc.)

For football, this is incorrect (assuming I read correctly). Walkons have full access to facilities and meals. I can't say for sure that basketball is the same, but one of the things they are touting about the new football complex is that it dovetails nicely with the new NCAA rules allowing the school to provide all food (even to walkons) and that the walkons have space in the team's big amphitheater. I would assume that basketball players would get the same benefits as football. Anyone know for sure?

There aren't any differences the McCaffery's can't afford. And the answer is NO. Connor looks like he's a scholarship-worthy basketball player and he should get an athletic scholarship. If the McCaffery's feel bad, they can donate to the U. But they shouldn't feel bad, they should be proud.
