My understanding is that for him to be eligible next year he would need to graduate and be in graduate school at Michigan. I also believe he would need to be in a course of study that is not offered at Iowa. I'm assuming he will graduate early and thereby bypass the need to sit a year. I'm curious though. What course of study will he be pursuing that is not offered at the university of Iowa.

He will graduate in May. Not sure how strictly enforced the rule is about course of study but I am sure they will find something for a semester then he will get into med school somewhere
