I've watched a lot of wrestling and don't recall ever seeing this move other than a few times in FS. When I have seen it attempted it's rarely executed and gets ruled a slip. What is it called?

Japanese wizzer. At least that’s what was called in the 80’s and 90’s. I hear it referred to as an arm throw as well. You don’t see it landed very often. More times than not it’s a slip throw.
