It's a little more layered than that. Prager is making the classical argument that the foundation of our morality is christianity. Without religion, there would be no morality laws and society would be functioning like Sodom and Gomorrah

Pretty sure it’s illegal everywhere. I think science is on the why mostly but there is also the power position issue that we have installed also for teachers that boink students of age

I'm not sure what the argument against it would be. (obviously the genetic thing... but only if you're reproducing, and even then, it's not always an issue)
The Prager guy has a point... going by secular western empiricism as a guide, it's hard to argue it's wrong. Not sure where the wrong lives.
Yes, most states have criminal laws prohibiting incest and I believe all have marriage laws prohibiting marriage within certain degrees of consanguinity.

Typically we don't condemn actions that aren't harming anybody. (roughly some version of Mills' harm principal)

It's a widespread cultural norm. Likely has evolutionary/societal drivers.
Guess same could be said with having many wives or adults banging teens. Modern times have made these things illegal, but used to happen before.
There’s almost always an element of grooming or power imbalance involved in incest.
Well with the teens the argument focuses around issues of consent.

The reason it used to be the norm was because women/kids were considered property. Western society doesn't consider them property (well, most of western society) any longer, which is why the limitations exist

As adults, however, we allow this sort of behavior. Lots of unethical manipulation amongst adults.
Every society that ever existed has had prohibitions against incest. Roman civil law forbade it long before Christianity came on the scene.
