Remember those conspiracies about Florida and it’s data?

The grade is simply how many data points (and timeliness) they provide. Not the accuracy of it

The New York Times excess deaths showed the Florida numbers were generally accurate. We had this discussion in July.

FL Excess deaths (March-Nov28): 27,100 (per NYT)
FL Covid deaths reported thru Nov28: 18,441

18441/27100 = 68%

Iowa Excess deaths (same as above, Dec5): 3900
IA reported Covid deaths thru Dec5: 2666

Also 68%

So, maybe FL's numbers aren't off by that much at this point.
Or, Iowa is just as bad.

ND and SD are more like 85-90% in comparison

1300 SD, 1100 ND excess deaths thru 12/5
1091 SD, 1007 ND

84%, 91%

NY is backwards: 26,900 excess deaths
34,400 reported Covid deaths

(And, actually, since auto accidents and similar causes are DOWN in most places, so you probably SHOULD see more Covid deaths counts than excess deaths, as a rule)
