The economy can go bad on anyone, as it did with him...in fact what pissed of Branstad abd the Republicans is that Culver chose to cut the budget “across the board” equally...whereas the Branstad approach was to cut budgets ( which he had to do several times, as the economy did not meet expectations for him, too) was to pick and choose “winners and losers”...and the losers were always human services and education.

Governor Culver and the State of Iowa got caught up in the National recession. The U.S. Government can print money, the State of Iowa cannot. Wrong place at the wrong time. Likewise, Governor Branstad rode the coattails of the National economy recovery. The U.S. economy made a gradual, but steady recovery. Governor Branstad just happened to be at the Right place at the right time.
