I get what you're saying but I'd rather keep it our little secret.. Two of wisconsins starting linebackers started as walk ons and are now very legit! If they were 3 or 4 stars my guess is bigger schools enter the mix..
 
At times the climate and ability to train outside make those kids closer to their peak coming out of high school. Multi sport kids may have the potential for bigger improvements with the increased focus. Granted that may just bring them up to that level or they may be able to jump over the current top 100

Rivals is first and foremost a public relations/marketing organization. It provides the interaction of fans and it can actually make money from doing that, but the money they seek is offering their services to high school kids looking to play college football. The more success with exposure the more money. They are as close to an agent that a high school players can have. As a whole they may agree that many Midwest players don't grade out as well because of limited exposure compared to the culture of football in other areas of the country.
