Could I get the NFL Sunday Ticket thru Ruko 3 even if I am a Dish Network customer ?

No, NFL Sunday Ticket is an exclusive deal with Direct TV.

I think there's a streaming only option for NFL Sunday Ticket, but I don't think it's available on the Roku yet.

Yes, you can get NFL ST, even if you have a Roku 3, or any other Roku or streaming device. These folks know nothing. However, you will also need DTV.

The service is only available to those who: 1) live in apartment buildings where DirecTV service is unavailable; 2) live in metro New York, Philadelphia or San Francisco; or 3) attend college at Michigan (Ann Arbor), Alabama, Washington, Texas (Austin), USC, Florida, Colorado (Boulder), Syracuse, Ohio State or Harvard.

For most people it isn't being offered.
