Sanctions question

So this interesting little item just popped up on my radar. My first reaction was, "Oh, I get it now, we're on BOTH sides." My second was, "this strikes me as a little weird in that it's invoking us financial sanctions authority against non-US persons for what sounds like conduct that is very much an Israeli domestic matter." I'll confess that I'm not that up to speed on sanctions authority, so a serious question for those who might be: what exactly is the misconduct/authority "hook" that these extraterritorial sanctions are based on? (Not being judgmental, just genuinely wondering.)

First time I recall seeing something like this involved sanctions declared on some Russian oligarchs post Ukraine invasion.
I’ve since seen reference to Iranians linked to IRGC being individually sanctioned.

Seems like executive whim (under the rubric of foreign policy), not some kind of court adjudicated punishment.
 
It's all about not making someone made. That never works.

yeah, i know we have ability to provide sanctions for actions that may involve things like terrorism, narcotics, money laundering, or other things that may affect us interests more directly. this sounds more vaguely like "inconsistent with our foreign policy goals," and perhaps is similar to the russia situation. maybe that's all it takes. which if so is a bit extraordinary
