SIAP - High School rule changes

Most notable, to me:

• Joins college in sanity by awarding falls and near falls even if the bottom wrestler's shoulders are out of bounds.
  
  
• Allows wrestlers to compete in two-piece compression uniforms as well as singlets.

Most of the rules seem to make sense -- with a little nod to stalling from the rear-standing position.

The committee approved use of the alternate two-piece uniform in the hopes of increasing boys and girls participation in the sport after receiving favorable results from experimentation and positive comments from schools, students, coaches and officials.
