They haven't used chalk on sports fields for decades. Everything is PAINTED. And as others have noted, refs are taught NOT to blow plays dead. Let the play finish, THEN you can go back and see if he stepped out or whatever. It's pretty simple and logical. The ref was wrong in every way imaginable. All he had to do was nothing, and he couldn't even get that right.
